NDIA joins call for Section 3610 extension through fiscal year

ARLINGTON, VA – The National Defense Industrial Association is among 11 trade organizations asking Congress to extend Section 3610 from the Coronavirus Aid, Relief and Economic Security (CARES) Act, which gives agencies funds to cover certain contractor costs and keep skilled personnel and workers in a ready state during the COVID-19 response, the organization announces today.
The Arlington, Virginia-based NDIA signed the Feb. 25 letter to the leadership of the House and Senate, urging for a six-month extension of Section 3610 to Sept. 30, the end of the fiscal year. Without an extension, the authority will expire March 31.
The letter states that many federal agencies continue to use Section 3610 authority “to maintain the capabilities and workforce necessary to meet mission needs and protect our national security and other vital programs.” Further, it emphasizes that agencies are not mandated to use Section 3610, but “it is a tool the government can employ when needed to maintain their contractor workforce when COVID-19 forces facility closures, the implementation of social distancing measures and staggered shift work for those who are physically in the workplace.”
Sens. Mark Warner (D-VA) and Marco Rubio (R-FL), chair and vice chair of the Senate Intelligence Committee, also sent a Feb. 25 letter to Majority Leader Sen. Chuck Schumer (D-NY) and Minority Leader Mitch McConnell (R-KY) imploring the extension of Section 3610. Their letter is available here<
